The current level of motorised transportation worldwide is increasingly a social, environmental and economic problem. Transport benefits come alongside injuries and death, unproductive travel time, energy dependence, and environmental damage. One reason for the increasing problem results from externalising various impacts on society. Many of these external - or 'unpaid' - costs have only gradually been recognised and most have either been under-valued or are considered impossible to estimate since they have no value in a market. This research assesses the external (unpaid) and internal (user paid) cost of transport. It focuses on estimating the total cost of both private and public transport, using a case study for Auckland, New Zealand's largest city. The external costs are significant -2.23% of the GDP produced by the 1.2million Auckland region residents in 2001. Of this private transport generated 28 times more external cost than public transport. The internal cost assessment showed that total revenues collected did not even cover 50% of total transport cost. The research has shown that not only are the external costs of vehicle transport high, but that contrary to popular belief the total costs of private transport are subsidised by public transport users. This has implications for successful transport policy options.

From the author: Four replacement scenarios were analyzed for a vehicle fleet designed to haul sensitive packages at two different customer locations. In addition to completing an economic replacement analysis study, each option was analyzed according to availability requirements and other intangible attributes. Finally, a thorough sensitivity analysis was performed to examine the impact of reliability assumptions on both life cycle costs and the expected economic life of each option. Once all factors were analyzed, each critical input was graded and scored, leading to the final recommendation to replace the current equipment with a new technology.

This paper examines the effectiveness of strategic environmental assessment (SEA) in transport planning in the light of different views of planning: synoptic optimising planning, communicative planning and planning as a social struggle. The analysis uses empirical materials from 17 case studies collected by survey from Member Countries of the United Nation's Economic Commission for Europe (UN/ECE) and further processed in a practitioners' workshop, and also a detailed case study carried out in Finland. The case studies and the workshop identified a set of necessary conditions and facilitating factors that contribute to the effectiveness of strategic environmental assessments in transport planning. Our findings suggest that transport planning can often best be characterised as a social struggle over problem definitions and future choices. Thus, the effectiveness of SEA will depend on how well the assessment fits into the planning context and on its actual contribution to debates on problem definitions. Specific procedural steps may improve the effectiveness but explicit requirements to recognise SEA in decision making are likely to be a key condition.

The movement of people in space implies the consumption of resources such as time, space, money and energy, as well as the production of negative externalities such as accidents, pollution and congestion. Some of these effects have been analyzed on an aggregate level by comparing regions in the world, a set of selected cities and different geographical areas in a particular city. The analysis of data on a more disaggregate level that considers the differences in the cause and continuance of negative transport externalities among social classes and groups living in a particular city in the developing world is rare. This paper uses the Sao Paulo Metropolitan Region (SPMR) 1997 origin-destination (OD) survey to investigate such phenomenon by taking advantage of the fact that data are divided according to six levels of household income. Results refer to mobility patterns in workable days. The main conclusions are that although people at the lowest income level spend a high share of their income on transport, they have a very low overall mobility and contribute almost nothing to transport externalities. At the other extreme, the two highest income groups that use cars intensively invest much more time, space and money to travel around and so contribute to transport externalities 8.4-15.2 times more than the lowest income group. Such large differences challenge current transport policies in developing countries and call both for a reassessment of assumptions and principles as well as for opposition to the propagation of myths that have sustained such inequitable policies.

Public transport subsidies play an important role in the present Belgian mobility policy. The introduction of ''free'' bus transport in Hasselt in 1997 was an important event. Later, the Flemish government in cooperation with the regional public transport company elaborated the so-called ''third-payer system'' for target groups. The price of public transport is not paid by the user or the provider, but partly or completely by a ''third party''. In how far these measures contribute to a more sustainable mobility system has caused much debate. In the academic year 2003-2004, a ''free public transport'' initiative was introduced for the students of Flemish colleges and universities in Brussels. These students had the opportunity to obtain a refunded annual season ticket on Brussels public transport. Brussels was selected for the case study, because in the same city there is a group of students that benefits from the measure, and another group (students from French speaking universities and colleges) that does not. In order to examine the effects of this measure, we conducted a survey among the students to examine their present travel behaviour (number of trips, motives, modal choice ...) and the changes with the travel behaviour of the previous year. In addition we compare the current travel behaviour between the students benefiting from the measure, and those who do not.

Description:
Ria de Aveiro is a shallow coastal lagoon located in the Northwest coast of Portugal. The implementation and the assessment (calibration and validation) of the hydrodynamic, salt and heat transport models for Ria de Aveiro lagoon is presented. During the calibration the models parameters were adjusted to give the best fit of the model results to the field data. The hydrodynamic model calibration was carried out by comparing measured and predicted time series of sea surface elevation for 22 stations. The root-mean square of the difference between those values was determined and harmonic analysis was performed in order to evaluate the model ability to reproduce the tide propagation along the main channels of Ria de Aveiro. Validation of the hydrodynamic model was performed comparing measured and predicted sea surface elevation values for 11 stations, as well as velocities in the main flow direction for 10 stations and water flows for 6 stations. The salt and the heat transport models were calibrated comparing measured and predicted time series of salinity and water temperature for 7 stations. These models were validated comparing the model results with an independent field data set. Results indicate that the hydrodynamic, the salt and the heat transport models for Ria de Aveiro were successfully calibrated and validated.

Pressure to remain internationally competitive has forced Australian sugar mills to reduce capital and operational costs. Improved scheduling of road transport vehicles provides one such opportunity, as it would reduce vehicle queue and mill idle times and hence the number of vehicles needed. It is difficult for mill traffic officers to produce good transport schedules manually due to the need to service a large number of harvesters in different locations. To address this issue, research was undertaken participatively with a sugar milling company in Australia to produce and implement a mixed integer programming model that represents the road transport operations. Two meta-heuristics were applied to find a solution to the model, leading to potential cost savings of AU0,000 per year versus schedules produced manually by the mill traffic officer. The model was also applied to explore regional planning options for a more integrated harvesting and transport system.

An important outcome is the recognition of the need for independent policy institutes-working in conjunction with community groups-to challenge the prevailing hegemony of the business-political nexus.

In order to maximize the efficiency of ever increasing aluminium recycling, different mutually related aspects need to be optimised. Economic efficiency of aluminium recycling is crucially dependent on the costs, arising at different stages of recycling process. Among these, transportation costs represent very important part of overall cost balance. The general model, based on the principles of reverse logistics, was developed and applied with the aim of reducing the extent of internal aluminium scrap transportation required between certain production units of an aluminium manufacturing plant. Linear optimisation model was used for calculating minimum annual transport costs and optimal way of in-plant transport for two transport models in order to determine the most efficient option. In case of in-plant aluminium recycling only collected aluminium materials are transported which means that the most important factors in such case are fixed transport costs and variable transport costs, latter depending on distance, transported quantity, energy used for transport and other operating costs. In the first transport model, the direct transport of collected aluminium scrap from each individual source to in-plant processing units was assumed. In the second transport model, one collection site was assumed where scrap is collected and then transported to in-plant processing units. The optimisation model was also applied for determining a dependence of optimal transport model on annual quantities transported internally and on the distances between sources and processing units. It was found out that the annual transported quantities and distances between sources and in-plant processing units have a significant impact on the optimal transport model. The developed optimisation model showed that environmental and economic objectives are not always in conflict. It is also shown and commented which aspects influence reverse logistics model for in-plant recycling.

Pharmaceutically active compounds (PhACs) in the environment lately have been acknowledged to constitute a health risk for humans and terrestrial and aquatic ecosystems. Human and veterinary applications are the main sources of PhACs in the environment and the major pathways are excretion and discharge to the environment through sewage treatment plants (STPs). In this study, the occurrence and fate of selected human PhACs belonging to different therapeutic classes (non-steroidal anti-inflammatory drugs, lipid regulators, anti-epileptics, antibiotics and @b-blockers) were investigated in a small river in the very south of Sweden. The objectives of the study were to evaluate the impact of a high and rather constant load in sewage influent on downstream concentrations and whether substances that are metabolized to a high degree in humans also show a low persistency in a natural aquatic environment. Water samples were collected from the influent and effluent of the STP, in a series of dammed reservoirs leading to discharge into the Hoje River in Sweden, and at several locations in the river downstream of the outfall. After enrichment by solid-phase extraction, the compounds were analyzed using GC-MS (methylated derivatives) or LC-MS/MS. In addition to the targeted pharmaceuticals, GC-MS analysis of the samples revealed the presence of other sewage-related pollutants (triclosan, caffeine, flame-retardants, antioxidants) and these results where included for comparison. Removal efficiencies were calculated in the STP and found to display a wide range with numerous species surviving treatment at greater than half their influent concentrations, including diclofenac, the anti-epileptic carbamazepine, a @b-blocker (propanolol), and antibiotics trimetoprim and sulfamethoxazole. Low removals were also observed for Tris(2-chloroisopropyl)phosphate (flame retardant), BHT-aldehyde (oxidation product of BHT) and synthetic musk (HHCB). The concentrations of chloride (Cl^-) and boron (B) were used as natural inert tracers to estimate the relative extent of dilution of PhACs measured in the effluent of the STP on concentrations measured further downstream. Based on spatial trends of concentrations (recalculated to reflect a hypothetical scenario with no dilution), ibuprofen, ketoprofen, naproxen and dicofenac were shown to be subject to significant abiotic or biotic transformations or physical sequestration in the river. The @b-blockers atenolol, metoprolol and propanolol, the antibiotics trimetoprim and sulfametoxazole, and carbamazepine demonstrated a high degree of persistence. Fluctuations in the concentration of carbamazepine and gemfibrozil were observed along the series of reservoirs and within the river and are hypothesized to be due to release of parent compound from glucuronides. Several of the investigated substances (metaprolol, propanolol and carbamazepin) that exhibit low excretion rates as parent compounds demonstrate a surprising persistence in the aquatic environment. It is concluded that pharmaceutical substances with a high metabolic rate in humans (low excretion rate) do not necessarily induce a short lifetime in aquatic environments. Results from this study emphasize the need for a broader view on the concept of persistence that accounts for loading rates, in addition to removal mechanisms (e.g., transformation, volatility and physical sequestration by solids), under a variety of spatial and temporal scales.

The issue of airport selection attracts considerable attention. However, most studies focus on using advanced discrete choice models to analyze airport choice behavior in metropolitan areas with several closely located, competing airports. This paper addresses passengers' choice behavior in selecting between local small community airports and more distant major commercial airport. It looks at factors affecting air travelers' airport choice behavior in cities with small community air service. Data relating to the Golden Triangle Regional Airport in Mississippi is used in logistic regressions to identify the key factors that influence air travelers' airport choices. Ticket price, experience with Golden Triangle Regional Airport and flight schedule were found to be the strongest effects.
